Integral Care, the Local Mental Health Authority and Local Intellectual and Developmental Disability Authority for Travis County, Texas, is soliciting competitive proposals from qualified and experienced firms to provide General Property Management Services and/or Specialty Property Management Services for Permanent Supportive Housing (PSH). Services will support Integral Care’s housing portfolio, which includes scattered‑site properties, HUD‑assisted units, and Permanent Supportive Housing communities serving individuals experiencing homelessness, mental illness, substance use disorders, and other barriers to housing stability. Services include comprehensive operational, financial, administrative, and compliance‑related property management responsibilities. Vendors may submit proposals for one or both service categories. Traditional property management services focus on leasing, occupancy, maintenance coordination, rent collection, vendor oversight, financial reporting, and regulatory compliance. Specialty PSH property management services require an enhanced, integrated approach including 24/7 coverage where applicable, coordination with supportive service providers, Housing First implementation, trauma‑informed practices, harm‑reduction strategies, income certification, and eviction prevention. Integral Care anticipates awarding up to two (2) contracts with an initial three (3)‑year term and up to two (2) optional one‑year renewal periods, for a maximum contract term of five (5) years. Awards will be made based on best value to Integral Care. Proposal Submission Deadline:Proposals must be submitted electronically no later than April 22, 2026 at 5:00 PM Central Daylight Time (CDT) in accordance with the RFP instructions. Late submissions will not be considered. This solicitation may be funded in whole or in part with federal funds and is subject to 2 CFR Part 200 (Uniform Guidance), Texas Grant Management Standards, Fair Housing requirements, the Americans with Disabilities Act (ADA), and the Texas Public Information Act.
