Introduction:The State of Texas, by and through the Texas Health and Human ServicesCommission (HHSC), seeks to award Master Contracts for professional Auditservices in accordance with the requirements set forth in this RFQ. The intentof this RFQ is to identify and award Master Contracts to a pool of Contractors.HHSC will use these Master Contracts on an “as needed basis.” The Contractorpool will have opportunities to submit Work Order Responses for HHSC Work OrderRequests. This RFQ describes the types of Audits that HHSC anticipates. Thespecifics of each Audit will be issued through subsequent Work Order Requests.HHSC anticipates issuing 10 to 15 Work Order Agreements per year.Scopeof Work: Contractor will work primarily with HHSC’s Divisionof Medical and Social Services. Audits may involve onsite visits (field work),desk work, and meetings with HHSC staff in Austin, Texas. Different types ofAudits will be performed based on program requirements and risks. These Auditswill be identified on a Work Order basis with each Work Order Request includinga scope ofwork, individual requirements including Deliverables, schedule of Services tobe performed, estimated value of Services to be performed and best valueselection criteria.ContractTerm: The initial term of the Contract will be three (3) years. HHSC, at itssole option, may extend any Contract awarded pursuant to this Solicitation forup to two (2), one (1) year optional renewals. Notwithstanding the limitationin the preceding paragraph and with at least ninety (90) Calendar Days’ advancewritten notice to Contractor, at the end of the initial term or any extensionperiod, HHSC, at its sole discretion, may extend the Contract as necessary toensure continuity of service, for purposes of transition, or as otherwisedetermined by HHSC to serve the best interest of the State for up to nine (9)months, in one-month intervals, at the then-current Contract rate or rates (ifapplicable) as modified during the Contract Term.
