Pre-Proposal Conference:The State will hold a virtual pre-Proposal conference on April 28, 2026, at 11:00 AM Columbus, Ohio local time. The purpose of this conference is to discuss the RFP and the Work with prospective Offerors and to allow them to ask questions arising from their initial review of this RFP. The State will not be responsible to an Offeror for its failure to obtain information discussed during the pre-proposal conference due to its arriving after the pre-proposal conference has convened.The conference will be held as a Microsoft Teams meeting with the following contact information:LinkAttendance at the pre-Proposal conference is not a prerequisite to submitting a Proposal.Purpose and Background:The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified Contractors to provide voluntary Statewide Demand Response (DR) and other curtailment services. The contracted services will manage participation and enrollment, enabling State Agencies to engage in one or more PJM Interconnection, L.L.C. (PJM) DR programs and other curtailment services. The goal is to maximize the Distributed Energy Resource Payments Split (DER) from all payments obtained by the Contractor for the Agency''s performance in these programs.
