The Board of Parole Hearings (hereinafter ¿Board¿) is part of the California Department of Corrections and Rehabilitation (hereinafter ¿Department¿). (Gov. Code, § 12838, subd. (a).) Among other legal obligations, the Board is required to conduct various types of hearings at which an incarcerated person (hereinafter ¿IP¿) may appear and participate, including hearings to determine whether persons sentenced to long terms of incarceration should be released from prison onto parole. (See Attachment 2, Pen. Code, § 5075.1.)
This is an agreement (hereinafter ¿Agreement¿) in which the Contractor shall perform sign language interpretation (hereinafter ¿SLI¿) services, upon request of the Board, primarily to accommodate the communication needs of IPs with hearing disabilities at any proceeding related to the Board¿s legal obligations, including services during proceedings described below; the Agreement is for provision of these services in a specified region of California and at specified Department institutions, as identified in
Exhibit A-1, Site Locations. SLI services primarily include, but are not limited to, facilitating communication from spoken English to sign language and from sign language to spoken English. Any proceeding to which this contract applies is hereinafter referred to as a ¿Board proceeding.¿ On rare occasion, the Board may request SLI services to accommodate the communication needs of participants at a Board proceeding other than the IP, such as a victim of a crime committed by an IP. Regardless, the interpreter¿s duties to interpret what is said during the Board proceeding will not change.
